He emphasized that the progress is the culmination of collective expertise within the civil service and does not rely on external consultants or contractors. Concerning the development cost, Rafizi outlined two main components. Labour costs, were essentially deemed "free" as civil servants dedicated seven months to its construction alongside their regular duties. The second expense involves server and bandwidth, amounting to a few million ringgit, sourced from the government's allocated budget for 2023 and 2024. The initial hardware cost is specified at RM2 million.
Consequences Of Not Signing Up For PADU

Given that PADU relies on readily available information from various databases to assess household profiles and income, registering becomes crucial for accurate subsidy eligibility determination. Residents in internet-deprived rural areas can participate through on-ground outreach programs, featuring manual registration assistance at Digital Economy Centres (PEDi), district offices, and government offices.
PADU's requirements involve utilizing data from over 270 government agencies, minimizing the need for new information submission. Most details should already be up to date, with users primarily tasked with checking and updating information, especially regarding current income and dependencies.

According to PADU's <a href="https://padu.gov.my/">FAQ</a>, the registration procedure will involve an e-KYC (electronic know your customer) process to verify the user's identity. However, the specific details of how the eKYC will be conducted remain unknown at this time. Additionally, it's uncertain whether users will need to take a selfie with their MyKad for verification purposes.
The FAQ also mentions that the integration of MyDigital ID with PADU is planned for a later phase. This missed opportunity is notable, as PADU could have been an excellent initial application to encourage Malaysians to adopt MyDigital ID. Since MyDigital ID serves as a digital counterpart to an IC, users could seamlessly access PADU without undergoing an additional eKYC verification step. While an initial enrollment procedure with fingerprint verification at a kiosk would still be necessary, it would be a one-time process.
Is PADU Secure And Will The Government Be Protecting Our Personal Data?
As many are aware, there have been recent instances of information leaks. Rafizi clarified that the data's ownership still rests with the individual government agencies. All data utilized by PADU will be governed by the existing Acts of the respective government departments or agencies.
Rafizi disclosed the government's intention to enact an Omnibus Act to facilitate data sharing among all government agencies through Padu. Currently, each agency retains ownership of its data, while PADU will be maintained and supervised by the Department of Statistics.

Unlike the existing FTP approach, APIs have the potential to enable nearly real-time updates, automatically capturing changes such as new income from EPF when an individual switches employment.

Selangor Cracks Down On Vape Advertising Amid Rising Teen Usage

The Road Transport Department (JPJ) has launched a newly-designed physical Malaysian driving licence card featuring improved security elements and a refreshed aesthetic meant to symbolise the country's modernisation journey. While the move marks a key milestone in JPJ&rsquo;s broader digital transformation, the physical version of this updated licence is not available to everyone &mdash; at least for now.
Physical Card Limited to Travellers and Foreigners
Beginning 21 May 2025, the new physical driving licence card will only be issued to two categories of individuals:

<li>Malaysian citizens who need to drive overseas</li>
<li>Foreign nationals residing in Malaysia renewing their licences</li>
</ol>
All other Malaysians renewing their driving licences will continue to receive only the digital version, accessible through the MyJPJ mobile application.

JPJ Director-General Datuk Aedy Fadly Ramli explained that the physical licence remains important for international use, particularly in countries that do not yet recognise digital licences.
&ldquo;Singapore accepts digital driving licences, but many countries still require a physical document. So for Malaysians travelling abroad, we advise them to obtain both the physical card and the International Driving Permit (IDP),&rdquo; Aedy said during a press conference at the IM Intensif Driving Institute in Adda Heights, Johor.
Malaysians requesting the physical version will need to present evidence of overseas travel, such as flight tickets or international job assignments, when applying for the card. JPJ officers have been instructed to strictly enforce these eligibility requirements.
Modern Design Reflects Malaysian Identity

Digital Licence Still the Default

Users can download and present the digital licence on their mobile phones during routine police or JPJ checks, replacing the need to carry a plastic card.
Aedy reiterated that the shift toward digital documentation is part of the government&rsquo;s larger effort to modernise and streamline public service delivery.
&ldquo;We are aligning with global trends. Many countries are digitising public services, and Malaysia is no exception. However, we understand that there will always be exceptions, particularly when dealing with cross-border travel,&rdquo; he said.
Reforming Malaysia&rsquo;s Driving Institutions
The new licence launch also ties into a broader reform effort by JPJ to raise standards in Malaysia&rsquo;s 248 registered driving schools and testing institutions. Aedy Fadly outlined three key focus areas for JPJ moving forward:

&ldquo;These are not minor infractions,&rdquo; Aedy warned. &ldquo;Such negligence not only compromises safety but also diminishes public trust in our driving education system.&rdquo;
JPJ has vowed to step up inspections and will not hesitate to suspend or revoke licences of non-compliant institutions.
No Immediate Plans for General Distribution

Those who still wish to obtain a physical card without a valid overseas requirement will be denied under the current policy. However, the department hinted that further policy adjustments could be made in the future depending on public feedback and international developments.

However, while buyers may choose whether or not to use SPayLater, sellers are automatically enrolled in the programme with no option to opt out. This means they must absorb the associated transaction fee regardless of whether they benefit directly from the instalment feature.
Why Are Sellers Frustrated?

Recalling his own experience, Muhammad said he earned RM1,300 upon entering the job market in 1984. Today, a typical fresh graduate earns between RM2,000 and RM3,000 monthly&mdash;a marginal increase in nominal terms that doesn&rsquo;t reflect the sharp rise in living costs. When adjusted for inflation&mdash;assuming a conservative annual rate of 5%&mdash;today&rsquo;s graduates should be earning closer to RM7,000 to RM8,000 to match the purchasing power of their 1980s counterparts.
&ldquo;In real terms, salaries today are only a third of what they used to be,&rdquo; he said, adding that if current trends continue, today&rsquo;s young people may never enjoy the same quality of life his generation did.
The Rise of the Low-Income Graduate

Foreign Labour Suppressing Wage Growth

While these jobs are often shunned by locals, the influx of low-cost labour from countries like Indonesia, Bangladesh, and Nepal has created wage suppression for Malaysians in similar roles.
&ldquo;When employers can hire workers cheaply, they have no incentive to raise wages for locals. This affects our citizens directly, particularly those in the B40 segment,&rdquo; Muhammad explained.
A Growing Brain Drain: Nurses, Labourers, and the Search for Better Pay

For example, JobStreet data shows that a nurse in Malaysia earns between RM2,700 and RM3,400 a month, while in Singapore, the salary ranges from RM11,000 to RM13,000. Even Saudi Arabia offers nearly RM7,000 per month.
Beyond white-collar professionals, Muhammad noted an increase in Malaysians crossing into Singapore to perform menial work. &ldquo;This isn&rsquo;t just brain drain&mdash;it&rsquo;s now even low-skilled drain,&rdquo; he said. &ldquo;If we don&rsquo;t address this soon, Malaysia may one day become a labour-exporting country, with our children working as maids or labourers abroad.&rdquo;
Income Reclassification Misses the Bigger Picture
In response to the government&rsquo;s recent proposal to update income classifications&mdash;changing the B40, M40, and T20 system to B20, M50, and T30 based on consumption data&mdash;Muhammad said the new categorisation risks masking the real challenges of wage stagnation and cost-of-living pressures.
He argued that income-based benchmarks remain critical, as consumption patterns can be misleading, particularly when driven by debt or necessity. &ldquo;If you use the older income definitions, the B40 group probably now encompasses 60% of the population, not just 40%, due to post-COVID economic strain, low savings, and wage stagnation.&rdquo;
GDP Growth Is Not the Only Measure of Progress
