The new RM1,700 minimum wage policy in Malaysia, which came into effect on 1st February 2025, is meant to improve the livelihoods of workers nationwide. However, concerns are growing as reports emerge that some employers are failing to implement the new wage or are finding ways to bypass it.

Labour rights organisations warn that if this issue is not addressed, it could lead to exploitation and unfair treatment of employees, particularly those in contract-based roles.
Workers Advised to Report Non-Compliant Employers

R Saratbabu Raman, Coordinator of the Workers' Bureau of the Parti Sosialis Malaysia (PSM), has urged workers not to remain silent if their employers refuse to adhere to the RM1,700 minimum wage.
"Workers should not be afraid to lodge complaints. They can report cases to their nearest Labour Department (JTK) office or reach out directly to PSM for assistance," he stated.
Saratbabu highlighted that several complaints have already been received, particularly from contract workers employed in government premises, including security guards, gardeners, and cleaners.
"In recent weeks, we have begun receiving complaints from workers stating that their employers are providing excuses for not implementing the new minimum wage," he explained.
"One of the most common justifications from employers is that government contract tenders still specify a RM1,500 salary, not RM1,700," he added.
Fears That Employers Will Exploit Workers

Saratbabu has called on the Ministry of Human Resources (Kesuma) to take this matter seriously and enforce strict compliance with the new wage law.
He warned that if this issue is not tackled swiftly, employers may take advantage of workers by either underpaying them or imposing unfair conditions to circumvent the wage increase.
To strengthen their complaints, Saratbabu advises workers to file reports collectively rather than individually when approaching the Labour Department. This, he said, would add more weight to their case and prevent victimisation by employers.
Alarming Reports of Wage Deductions

Beyond non-compliance with the new wage, there are growing concerns that some employers may be cutting other allowances to compensate for the increased salary.
Roziah Mohd Hashim, President of the National Union of Workers in Hospital Support and Government Departments (NUWHSAS), revealed that some employers have already reduced overtime allowances by amounts ranging from RM400 to RM1,700 per month.
"We are currently investigating this matter because these deductions started in January, right after the new minimum wage was announced by Kesuma," Roziah explained.
She fears that this could be a deliberate attempt to offset the wage increase, making workers' overall earnings remain unchanged despite the new minimum salary.
"We are also deeply concerned that employers might start cutting other benefits such as annual leave and sick leave, just as they did when the minimum wage was raised to RM1,500 in 2022," she added.
Roziah emphasised that employers have no right to arbitrarily reduce allowances and benefits, as workers deserve fair wages and proper working conditions.
Clearer Guidelines and Stronger Enforcement Needed

In light of these troubling reports, Norazian Riduan, Coordinator of the Government Contract Workers Network (JPKK), has urged Kesuma to issue comprehensive guidelines to ensure the smooth and fair implementation of the RM1,700 minimum wage.
She stressed that the government must take a firmer stance by conducting stricter monitoring and enforcement to prevent employers from taking advantage of loopholes.
"We also urge workers not to fear retaliation from their employers. If any worker is threatened with dismissal for demanding their rightful wage, they should report it immediately," Norazian said.
"Workers must not be intimidated into silence. If your employer is not paying you the legally mandated RM1,700 minimum wage, report it to us or the relevant authorities so action can be taken," she added.
New Minimum Wage Policy Now in Effect
On 31st January 2025, Kesuma announced that the new Minimum Wage Order would take effect nationwide from 1st February 2025.
Under this order:

<li>Employers with five or more employees must pay a minimum wage of RM1,700 per month.</li>
<li>Businesses engaged in professional activities must comply with the new wage rules regardless of the number of employees they have.</li>
</ul>
The policy aims to improve workers' livelihoods and reduce income inequality, but its success depends on strict enforcement and full compliance by employers.
Workers Must Know Their Rights
As Malaysia moves towards fairer wages, it is crucial for workers to understand their rights and take action if they face unfair treatment.
Labour rights groups urge workers to:

<li>Monitor their payslips to ensure they are receiving the correct wages.</li>
<li>Report any violations of the minimum wage policy.</li>
<li>Stand together and seek support from unions or worker advocacy groups.</li>

Her popularity soared in March 2024, after a video went viral on social media showing her gently playing with a stray kitten. The video, uploaded by one of her feeders, Abby Razali, garnered widespread attention and led to a wave of online affection.
But that public goodwill turned into collective outrage when news broke that Kopi had been shot dead during a stray dog culling operation carried out by the Besut District Council. The shooting occurred in the early hours of 6 October 2024, reportedly around 1.30am.
According to Dr Kartini Farah Abdul Rahim, one of the plaintiffs, several residents were awakened by the sound of gunshots. Upon investigating, they observed three council officers driving around in a pick-up truck. Shortly after, Kopi was found dead from gunshot wounds. Her death, initially revealed via a post on the &ldquo;My Forever Doggo&rdquo; Instagram account, prompted widespread condemnation and demands for accountability.
Legal Grounds: Alleged Breach of Animal Welfare Law

These exceptions include approval by a veterinary authority, instances where an animal poses imminent danger to human life, or where such action is necessary to control the spread of disease.
The plaintiffs are therefore seeking a declaration from the court that the use of firearms in this case was not legally justified, and that the authorities acted beyond the bounds of the law.
Challenging Local By-Laws
Beyond the immediate question of Kopi&rsquo;s death, the case also seeks to address a broader legal conflict between federal and local regulations. The activists are challenging the legality of the Besut District Council&rsquo;s Dog Licensing By-Laws 1990, specifically Sections 9(1) and 9(2), which empower council officers to shoot licensed or unlicensed dogs if no owner can be located.
The plaintiffs argue that these by-laws are incompatible with the stricter protections afforded by the Animal Welfare Act, a federal law that supersedes local legislation. They assert that allowing council officers to indiscriminately kill strays undermines national legal standards and sets a dangerous precedent.
Government and Council&rsquo;s Defence

A statement issued by the Besut District Council on 13 October 2024 maintained that the actions taken during the culling operation were lawful. However, this justification has failed to appease critics, who argue that even if procedures were followed, the procedures themselves may be unlawful under federal law.

Years of disciplined saving eventually paid off, and Sofi proudly shared that she was able to purchase her own car in Malaysia, spending around 40 million rupiah, or approximately RM10,440. However, while buyers may choose whether or not to use SPayLater, sellers are automatically enrolled in the programme with no option to opt out. This means they must absorb the associated transaction fee regardless of whether they benefit directly from the instalment feature.
Why Are Sellers Frustrated?

He warned that Malaysia continues to lag behind other nations that were once on par with or even behind Malaysia in the 1960s, including Taiwan, South Korea, China, and Japan&mdash;all of which now enjoy far higher standards of living due to sustained structural reform.

&ldquo;When employers can hire workers cheaply, they have no incentive to raise wages for locals. This affects our citizens directly, particularly those in the B40 segment,&rdquo; Muhammad explained.
A Growing Brain Drain: Nurses, Labourers, and the Search for Better Pay

Beyond white-collar professionals, Muhammad noted an increase in Malaysians crossing into Singapore to perform menial work. &ldquo;This isn&rsquo;t just brain drain&mdash;it&rsquo;s now even low-skilled drain,&rdquo; he said. &ldquo;If we don&rsquo;t address this soon, Malaysia may one day become a labour-exporting country, with our children working as maids or labourers abroad.&rdquo;

He argued that income-based benchmarks remain critical, as consumption patterns can be misleading, particularly when driven by debt or necessity. &ldquo;If you use the older income definitions, the B40 group probably now encompasses 60% of the population, not just 40%, due to post-COVID economic strain, low savings, and wage stagnation.&rdquo;
