The Land Public Transport Agency (APAD) has issued a formal termination notice to ride-hailing platform inDrive, signalling the potential end of the company&rsquo;s operations in Malaysia. The notice, dated 24 April 2025, gives the company three months to either resolve the situation or return its Intermediation Business Licence (IBL) by 24 July 2025.
APAD cited non-compliance with conditions outlined under the Land Public Transport Act 2010 (Act 715) and regulatory requirements introduced in 2019. These include failing to ensure that its drivers possess valid Public Service Vehicle (PSV) and E-Hailing Vehicle Permit (eVP) licences&mdash;documents that are legally mandatory for all e-hailing drivers in Malaysia.

The situation escalated due to a rise in safety-related incidents involving inDrive drivers, which further undermined public trust in the platform. APAD&rsquo;s decision also reflects wider efforts by Malaysian authorities to tighten oversight over e-hailing services and curb unauthorised operations.
This enforcement action bears striking resemblance to the case of Maxim, another Russian-founded ride-hailing firm that was expelled from the Malaysian market in 2023. At the time, the Road Transport Department (JPJ) discovered that out of 5,000 vehicles listed under Maxim, only 8% were properly licensed. That led to a full revocation of Maxim&rsquo;s licence and a ban on its services in the country.
inDrive Responds: &lsquo;We&rsquo;re Engaging with Authorities&rsquo;

&ldquo;We are committed to providing safe, reliable, and accessible mobility solutions to the tens of thousands of people across Malaysia who rely on our platform every day,&rdquo; the company said. &ldquo;As a global mobility and urban services platform, inDrive operates with the highest regard for local laws, regulations, and the communities we serve.&rdquo;
The company also reassured its driver-partners and passengers that its services would continue uninterrupted while discussions with authorities were ongoing. inDrive Malaysia sent a message to its drivers stating it was &ldquo;currently in communication with the relevant regulatory authorities to seek further clarification regarding a recent development involving our operations.&rdquo;
It further promised to issue public updates once greater clarity has been achieved. In the meantime, drivers have been encouraged to continue offering services as usual, although their compliance with local licensing laws remains under scrutiny.
A Rocky Regulatory History in Malaysia

What Happens Next? Appeal Process and Ministry Review
While APAD&rsquo;s notice is a serious blow, inDrive still has the opportunity to appeal. The company may submit a formal appeal through APAD, which will then forward the matter to the Ministry of Transport for further consideration. The final decision on whether inDrive will be allowed to continue operating in Malaysia lies with the ministry.
APAD&rsquo;s statement made it clear that enforcement action is a last resort, but one that will be taken without hesitation if necessary. The agency urged all existing e-hailing operators to prioritise service quality and passenger safety, stressing that non-compliance would no longer be tolerated in an increasingly regulated digital mobility environment.
The Bigger Picture: A Tighter Grip on E-Hailing
This case is part of a broader regulatory tightening across Malaysia&rsquo;s transport sector, particularly in the e-hailing space. With the rise of app-based services, the government is now under pressure to ensure that public safety, driver qualifications, and operational transparency are not compromised for the sake of rapid expansion or price competition.
For inDrive, the next few weeks will be critical. The company must either convince authorities of its willingness and ability to comply&mdash;or prepare to exit one of Southeast Asia&rsquo;s most promising mobility markets.

Intrigued by the sight, they decided to book the same service for their celebration the following evening, paying RM2,000 for a meal meant for 40 people.
From Feast to Food Poisoning in Hours

The meal commenced at 6 PM on 1st February, and the group eagerly tucked in, expecting a delightful dining experience. However, just four hours later, disaster struck. More than ten people in the group began suffering from extreme vomiting and diarrhoea&mdash;undeniable signs of food poisoning. As the night progressed, the severity of the symptoms escalated, and by morning, two members had to be rushed to the hospital for intravenous drips, while others sought treatment at nearby clinics.
The repercussions of the incident went beyond health issues. Several group members were forced to take sick leave from work, while children attending international schools had to miss classes. The financial burden from medical expenses, combined with lost productivity, only added to their distress.
A Struggle for Accountability

Determined to seek justice, Joey contacted the food truck company, requesting a full refund of RM2,000 and additional reimbursement of RM3,375 for medical expenses incurred by the group. However, her efforts were met with denial and deflection. The company refused to take responsibility, instead shifting the blame onto the driver, claiming that he had accepted the booking independently without official company authorisation.
Joey was not convinced by this explanation. She had personally witnessed the driver calling the company to confirm the booking before proceeding. Adding to her suspicions, she pointed out that the food truck that arrived for their event was different from the one they had initially seen at the neighbouring villa.
In a further attempt to absolve itself, the company suggested that the food poisoning might have resulted from something the group had consumed earlier in the day. However, Joey quickly dismissed this claim. She explained that the group had split into five separate clusters throughout the day, each eating different meals&mdash;with some even skipping lunch entirely&mdash;yet every single person who ate the lok lok that evening fell ill.
A Wider Food Safety Concern

&ldquo;If this particular lok lok truck had been operating at a pasar malam, how many more people would have gotten food poisoning? Would they also blame it on other food and let the matter go?&rdquo; she asked.
She did not hold back in criticising the company&rsquo;s handling of the situation, calling their response &ldquo;irresponsible&rdquo; and highlighting the gravity of food poisoning incidents.
&ldquo;Food poisoning is not something to take lightly. I am sharing this publicly to put pressure on the business because of their irresponsibility and lack of concern for hygiene. I can accept the financial loss, but what I want is empathy,&rdquo; she wrote.

As Hari Raya Aidilfitri approaches, Malaysians are eagerly preparing for celebrations by stocking up on kuih Raya, a staple for welcoming guests. However, this cherished tradition is set to become more expensive, as vendors warn of a sharp price increase due to escalating costs of raw materials, particularly coconut milk.
A recent survey at Pasar Kubang Pasu in Kelantan found that three to five pieces of kuih Raya are still being sold for RM2. However, this price, which has remained unchanged for the past four years, is expected to rise by as much as 25% after Aidilfitri. This means consumers may soon have to pay RM2.50 for the same quantity.
Coconut Milk Prices Behind the Increase

Despite this, kuih vendors have been holding off on price hikes in an effort to keep their products affordable.
"We feel bad about increasing kuih prices, but we have no choice. If we stick to the old prices, we won&rsquo;t make any profit," he said.
Tarmizi also highlighted the unpredictable nature of kuih sales. "Some days, everything sells out, and on other days, it doesn&rsquo;t. If it doesn&rsquo;t sell, we are left with nothing but exhaustion," he added, expressing the challenges faced by small vendors.
Possible Further Price Hikes During Ramadan

Unfortunately, the situation may worsen as coconut milk prices are expected to rise even further during Ramadan. Coconut milk vendor Muhammad Nor Akmal Jaafar stated that due to difficulties in sourcing fresh coconuts, prices could climb to RM20 per kilogram during the fasting month.
He explained that suppliers rely on coconuts imported from Indonesia, which cost between RM3.30 and RM3.40 per piece. However, transportation delays often result in some coconuts arriving rotten, increasing production costs and reducing supply.
"For now, I am selling coconut milk at RM13 per kilogram because I don&rsquo;t have the heart to charge more. But if coconut prices continue to rise, sellers might have to increase the price to RM20 per kilogram during Ramadan," he warned.
Uncertain Outlook for Kuih Prices
